List of time-wasters

Quite a few players stop playing when they are lost, which is of course annoying an extent.
Latest example : one rook each, but 5 pawns on my side. My opponent was almost 5 minutes ahead, with 30s increment per move. And he stopped playing. I lose at least half an hour a week with such behaviour. Short of a penalty, couldn't Lichess have a list of such players ?
Going to another game might be a mistake, as that guy could get back and make a move.
The only thing that can be done with time-wasters is to block them.
A black list would be helpful if everyone in this site was honest, but also can be used by malicious users for false acusations.
In the long time, blocked users will have less opponents to play with. Given that this site has millions of users, maybe it doesn't hurt them much. But there's no much we can do.

Or maybe users can report them, and once the time-waster has more then 3 or 5 reports, a moderator can take a look of the games reported and see if the player really stopped playing on purpose.
Isn't there a "Claim victory" button, which appears when your opponent isn't moving for like 1 minute or something? I also face this behaviour and use this button quite a bit )
There's a guy called norba94, whenever I accept his challenge his just leaves the game (I looked at his profile, I'm not the only one who he treats like that) and I have to abort this game myself, which is not nice. Btw, isn't such behavior punishable?

Just take a look, he didn't move in the last 12 games . Seems like he plays only with higher rated ones. Seriously, give this guy a warning.
#5 I think the "claim victory" button only appears when the opponent closes the browser tab in which the game was taking place.

I deduce that because quite often they keep me waiting for up to 5 minutes or so and there's nothing i can do except for wating or giving up the match.
There should be an option to claim the game after a minute with no activity at the board. If a player is considering a move for half an hour, fine - but they should have a prompt telling them to press a key to prove they are still playing.
I have Played a few "time wasters" in the short time I have used this website (11 days) so I just usually (since I use chrome) I open up another tab and go on the same website so I can be at two places at once, and also on the tab label it will say when it is your move or not.
I only play 5-min blitz so it's not a mega problem for me, but it is still annoying. Also whenever I think about trying a longer time control game, the thought that this might happen puts me off from doing it.

I do block anyone that misbehaves in any way, the first time they do it. At least I won't have to play them again. At any given time there are a a fairly small number of active players, esp in a given ratings band and looking for a certain time control. So I think blocking is fairly useful in cutting down the number of games I get with problem players.

I see this kind of thing a lot more than anything that could be considered cheating, and I'd love it if lichess paid as much attention to figuring out how to deal with this as it does to outright cheating.
