For example BahadirOzen2 and playing tourneys, games...

The official policy is that one user may only get one account, because there is no* real reason for a user to use multiple. Additionally, it deflates ratings and is a symptom for trolls, who tend to offend repeatedly and cause trouble.

* However, if you do have a proper reason (such as opening it to play rated variant games without affecting your main account rating on variants), you can get in touch with the mods at lichess.contact@gmail.com or make the account and specify the rationale in the profile description. This is so when a moderator does find you using multiple accounts, there is room for negotiation before the ban hammer.
The question is rather ambiguous. For at least rated games, you can't use multiple accounts at the same time. And never joining the same tournament with multiple accounts, regardless if playing simultaneous or not. If it feels like you gained an unfair advantage in some way, then you are probably doing something wrong and might get in trouble.
The need in the second account, I see for example, so as not to spoil the base of the blitz parties. It is easier to download and watch, to analyze your games. For example one account to play only ranked and tournament games, and the second to use for everything else. I made a second account for bullet, but not yet use. Don't know if this is within the law, but to me it feels right. Drain the rating I'm not going anything illegal second account will not do. I think that the sanctions should not be, because in one tournament I will play only with one account. The benefit for me, only in a tournament database of parties, no junk.
You can email the mods, but I have done this a few times for various reasons in the past year and they have never responded. I even made a few fairly large donations thinking that would help support the site so there could be more mods who might some day respond to my queries.

But no one has ever replied...
Making double accounts will create a lot of trolling and ratings will deflates. In the real world would you ask to make 2 fide ratings lol...
Even if you make a new account, just don't make it obvious that it's an alternate account. They probably won't know it's you, unless they investigate the account. But even then, there's ways to remain anonymous/disassociated with your main account.

3001 vs 1225, somewhat close game. Equal position in end and black won on time.

3001 vs 1348. At one point white had advantage and serious winning chances. Black won on time again.

I believe the reason BahadirOzen wants another account is to keep playing rated games without fear to lose his Bullet Champion cup. His method of playing amateurs will backfire sooner or later. In his way to 3000, some of his moves were so weak that I believe a 1300 rated player has a chance to beat him.
To prove my point, I am somewhat low rated and I sometimes get games against the players who need games to keep their trophies current. And I actually once beat one of them! http://en.lichess.org/nZqmoKW6
This guy lost because he did one of my most favorite openings:
1. c4

Looking at BahadirOzen's trend, his next rated game will be against a 1100 player. By watching BahadirOzen's games I came to conclusion that the quality of his games is not good enough to consistently beat even 1300s. I cannot wait until one of these low rated players finally beat him. BahadirOzen will lose when he plays the low rated player's favorite opening. Then he will probably be kicked out of top 100, get angry and close his account.
