Talking during a club tournament chess game

At my local club a player keeps on talking during a game when he plays against me when he is in a even position or losing position in multiple games during club tournaments and it is really pissing me off what should i do? should i stop the clock and call the arbiter over and if so what punishment should he get? if i tell him to be quiet he starts talking to people watching the game what should i do? :(
If he doesn't want to be quiet after you asked him, you should go to the arbiter. You're not allowed to distract your opponent during the game, so the arbiter will have to deal with it.
Thanks for the info he also likes to talk loudly after he finished his game while others are still playing he really is annoying and it is insulting to all other players still playing.
You are always free to speak with the arbiter about any chess/rules subjects.
Don't hesitate to do so, they are usually very nice to give you some advices !
